I don't think "get permission from your list" is a step. It's more like a go/no-go decision: if user doesn't want to receive emails, then we shouldn't send at all.
To me, the most important step is maintaining your list. Many people will use fake emails (esp. in Asia) and some use disposable emails. It will also play a huge part in increasing open and click-through if the list is highly targeted, hence highly relevant to the recepients.
